TRANSrisk partner JIN Climate and Sustainability has published the article "Solar PV in the Netherlands: for the people or by the people?" in JIQ special on 17 November 2016.
This special issue is a 5 pages addendum to JIQ Magazine vol. 22, no. 4 (December 2016). The article refers to TRANSrisk work implemented in the Netherlands solar sector case study, and especially explores 2 transition pathways for rapid solar PV expansion in the Dutch electricity sector. The first one is the up-scaling of small-scale solar panel use in the built environment with a focus on households, small businesses, schools, etc. The second pathway is the implementation of large-scale applications of solar panels on state owned or controlled land/infrastructure (e.g. solar parks).
The article starts with a presentation of the renewable electricity objectives in the Netherlands set in the Dutch National Solar Power Action Plan for 2016, developed by DNV GL, and introduces the 2 pathways for rapid solar PV expansion in the Dutch electricity sector, which are explored at the relevant case study. Consequently, the fiscal losses or gains due to tax exemptions are examined, as well as other potential benefits and trade-offs related to each transition pathway. Furthermore, an assessment of the pathways, in terms of their contribution to meeting the Dutch renewable energy targets and realising other socio-economic benefits, is implemented. Finally, the quantification of the pathways' effects with the help of stakeholders and (macro-)economic models is identified as next step.
